BRIEF DESCRIPTION OF DUTIES: The Child and Youth Program (CYP) Training and Curriculum (T & C) Specialist will provide and deliver a comprehensive training program to CYP employees and Child Development Home (CDH) providers that support the professional requirements of their positions. The T&C Specialist will provide assistance with the implementation of a developmentally appropriate curriculum/program that fosters the physical, social, emotional, and cognitive and language development of children and youth, ages 6 weeks to 18 years of age. Promotes school readiness and support ongoing school success. A comprehensive CYP training program directly correlates to the quality of child and youth program provided. The T & C will conduct orientation for new employees to the whole CYP system and provides them with the basic information that can be applied in all settings. Interacts with CYP Directors to establish training plans and schedules for employee and provider training. Arranges all CYP training opportunities including training of management, administration, food service, and direct staff. Executes the Department of Navy (DoN) Standardized Module Training, provides initial and ongoing annual training and ensures training is available to support career progression. Ensures the quality and consistency of developmental programming to include the environment, equipment, materials, program structure, curriculum, risk management practices, oversight and coordination of activity schedules and lesson plans. Reviews lesson plans to ensure they are appropriate and based on curriculum requirements. Maintains a resource file library to aid employees in preparing lesson plans and activity schedules and to assist with plans if needed. Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Completes all Department of Navy (DoN) training requirements. Performs other duties as assigned.

QUALIFICATIONS REQUIRED :

  • Must have Bachelor's degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Home Economics (early childhood emphasis) or related field of study and 3 years of full time experience working with children.

    OR

  • A Master's degree in the related field of study and a minimum of 1 year of professional experience working with children.

    OR

  • A combination of education and experiences – courses equivalent to a major in a field (24 hours) appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4 year course of study.

  • Ability to independently manage a developmentally appropriate program for the age groups served.

  • Demonstrates knowledge and background of child and youth programs including principles, practices, and techniques of child and youth development.

  • Previous experience planning and conducting training workshops.

  • Ability to speak, read, and write in English and possesses strong interpersonal communication skills necessary to relate to children, youth and adults from varied backgrounds.

BRIEF DESCRIPTION OF DUTIES Position serves as the subject matter expert and representative for issues involving schools (K-12) and their relationships to community. Responsible for leading the integration of military children into local school systems. Receives and processes inquiries from installation personnel and their family members regarding area schools and refer into appropriate agency. Develop action plans for accomplishment of community/school support goals. Plan, develop and coordinate joint installation/community/school activities. Primary installation advisor to commanders, installation leaders, parents and educators on all education matters impacting military associated children in grades K-12. Establishes an interchange of ideas and issues among installation personnel, local community leaders, civic groups, etc. concerning problems in local schools that may negatively impact installation activities. Represents the Command on school boards, councils, and advisory groups. Meet regularly with school principals, teachers, guidance counselors, superintendents and other school staff.   • Position requires a 4 year college or university degree with a major course of study/substantial course work which directly relates to a CYP field: early childhood/elementary/secondary/special education, child/youth development, psychology and youth program administration or a closely related field. Or, a combination of education and experience – courses equivalent to a major in a field (24 hours) appropriate to the position , plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4 year course of study described above.
  • A minimum of three years experience working with school personnel, students and parents, i.e., School Liaison Officer, CYP Manager, education or academic leader/counselor.
  • Knowledge of the Navy operational organizational structure, chain of command, and particularly as it relates to the CYP.

BRIEF DESCRIPTION OF DUTIES : Major duties and responsibilities of the Installation Child Youth Program (CYP) Director position include program operations/management, budgeting and financial management, personnel management, policies and procedures, and compliance, among other tasks. Responsible for ensuring a CYP Special Needs Review Board (SNRD) meets as required. Ensures the coordination of CYP-wide events and activities. Serves as the liaison with the Regional CYP Manager on all CYP issues.
